It seems Rummy has been pushing this for awhile now. Former Secretary of State Colin Powell said HELL NO! Secretary Condoleezza Rice has called for congressional approval.

Scary!!! Unfortunately this type of mission creep started in the Clinton Administration. I really do not like the idea of the DoD being used for FEMA's job or the State Department's job.
